This one-day course provides the new employee or the non-finance manager with an introduction to financial management in the Queensland Public Sector. It sets out the legislative framework, and identifies and describes the relevant committees and key areas that impact on financial management and the budget cycle. It describes the hows and whys of the financial regime, and articulates a clear link between financial management and operational performance. The course adopts a highly interactive approach, using small group exercises and real life examples of inquiries and issues.
This course covers the legislative basis of the Financial Management Framework, along with a history of key financial management legislation and financial management improvement initiatives in Queensland. It addresses other areas that impact on financial management, including three key committees (Public Accounts & Public Works, Estimates, Cabinet Budget Review), and internal and external audit processes. The course outlines the current budget process, budget cycle and important budget issues, and addresses accountability and delegations in the public sector.
