Is the highest accolade in public administration in Queensland awarded to an individual who has made a significant contribution to the State.
Focus
Nominees must show an outstanding personal and professional contribution to the public sector or to service delivery, sustained over a significant period i.e. over 10 years, leading to an identifiable lasting legacy.

This award is our honorary award and is open to:
- Individuals only.
- Currently working, or have worked, in the public sector in Queensland.

Criteria
Nominations must show how the nominee has made a difference to the public sector through:
C1 Outstanding contribution over a substantial number of years to, and excellence in, public administration and management.
C2 Exemplifying best practice within the role for which they are being nominated.
C3 Upholding and promoting public service values at all times.
C4 Leaving a legacy of improvement to the public sector, or improvement to service delivery, in Queensland.
2010 WINNER of the IPAA Queensland Patron's Award for Excellence in the Public Sector
Jude Munro
Prior to joining local government in 1991, Jude was a senior executive in the Victorian Public Service for six years working to improve the social, economic and environmental wellbeing of communities. Jude was CEO of the Cities of Moreland and St Kilda in Victoria as well as CEO for the City of Adelaide for three years (the first female in the role) before being appointed as the first female CEO of Brisbane City Council in 2000. In that role, Jude was responsible for the largest local government area in Australia in terms of population and budget.
In the nine years that Jude was with the BCC, she led the organisation through fundamental change to achieve its vision of delivering active, healthy and vibrant communities within a sustainable environment and supported by a strong economy.
Jude holds post-graduate business administration and public policy qualifications. She is a former Queensland President and Fellow of the Institute of Public Administration as well as a Fellow of the Australian Institute of Company Directors, the Australian Institute of Management and Member of Local Government Managers Australia. She is also on the Board of Directors of several organisations including Australia TradeCoast Pty Ltd, the Brisbane Institute, International Riverfoundation and United Way Queensland.
Jude has worked closely with politicians from all parties and has commanded their respect and their trust to achieve their policy agenda. This is most clearly evidenced by the fact that Jude was recently presented with the Keys to the City of Brisbane and that this ceremony was attended by representatives from all political parties, her peers from around Australia, her staff, representatives from government, private and not-for-profit sectors, her family and others she has touched across a stellar career.

2009 WINNER of the IPAA Queensland Patron's Award for Excellence in the Public Sector
Professor Ken Wilshire AO, University of Queensland Business School
Professor Wiltshire has been an extremely strong contributor to the public sector over a sustained period of time, dedicating a large portion of his career to the advancement of public administration as a profession. His many achievements and honours are a result of a long and distinguished career both in Australia and internationally.
When assessing the nomination, the judges noted particularly:
- His contribution to tertiary education in the field of public administration in Queensland;
- His promotion of the public sector and the not-for-profit sector in equipping students with knowledge of all three tiers of the public sector; and
- His ability to inspire a whole generation to think about a career in the public service as something noble and worthwhile.
Professor Ken Wiltshire AO’s research has produced very grounded documents which are practical and intended for the real world. Above all, he has used his formidable intellect to critique and question in the environment where the public sector must operate – an invaluable contribution.
Professor Wiltshire is the J.D. Story Professor of Public Administration at University of Queensland Business School. He is an international authority on governance and federalism, was a member of the Commonwealth Grants Commission for nine years, a founding Board Member of the Constitutional Centenary Foundation, and served as a consultant to design the New Federalism from 1989-1992. He has also served as the Chair of the Australian High Commission for UNESCO for fourteen years.
As the inaugural recipient of the Patron’s Award for Excellence in the Public Sector, Professor Ken Wiltshire sets a very high benchmark indeed.
